They insist that such measures will be temporary and claim it is the only way to prevent a hard border on the island of Ireland - something Dublin has been trying to ensure with the EU's backing. This would not involve any infrastructure or checks at the border including in Northern Ireland.

Prime Minister Theresa May suffered a second, heavy parliamentary defeat on the withdrawal deal she struck with the bloc on Tuesday, leaving open the possibility of an abrupt, economically damaging Brexit without a transition arrangement.

But the plan would only be temporary and would exclude a selection of sensitive imports, including some agricultural products such as beef, lamb, pork and some dairy, as well as auto imports and some other products.

Cheddar will be protected under existing tariff rates, but other cheese products will face no tariffs, and tariffs on steel and aluminium imports will be dropped.

"Our priority is securing a deal with the European Union as this will avoid disruption to our global trading relationships".

Tariffs would be payable on goods imported from the European Union via Northern Ireland into the rest of the UK.

Britain will slash import tariffs in case of a no-deal Brexit and will not apply customs checks on the border with Ireland, the government said on Wednesday. The UK government has stated that it would closely monitor the effects of these tariffs on the UK economy.

Instead, normal compliance and intelligence methods will be used to detect any traders attempting to abuse the system.

It stated: "These are the only steps the United Kingdom government can unilaterally take to deliver on our absolute commitment to avoid a hard border in the event of no deal".

Small businesses trading across the border will be able to report Value-Added Tax online without any new processes at the border.

Ministers accepted that the new regime will cause "concerns" to Northern Irish businesses and farmers about the impact on their competitiveness.

Coveney said that the move could inflict €800m (£696m) in damage to Ireland's agriculture sector, since it would be forced to compete with goods from countries like Brazil.

Northern Ireland Secretary Karen Bradley said: "The Government has been clear that a deal with the European Union is the best outcome for Northern Ireland".

"If we leave without a deal, we will set the majority of our import tariffs to zero, whilst maintaining tariffs for the most sensitive industries", Trade Policy Minister George Hollingbery said.

"The measures announced today recognise the unique circumstances of Northern Ireland".

The decision to refrain from checks at the Irish border would be temporary while longer term solutions were negotiated.
