The study showed a rate of recovery in the region of 1 to 3-percent since the year 2000.

The Assessment, which is meant to add to the scientific basis for decisions made by the Parties to the Montreal Protocol, also presents updated scenarios for hastening ozone recovery through: Complete elimination of controlled and uncontrolled emissions of substances such as carbon tetrachloride and dichloromethane, Bank recapture and destruction of chlorofluorocarbons (CFCs), halons, and hydrochlorofluorocarbons (HCFCs) and Elimination of HCFC and methyl bromide production, as well as the Mitigation of nitrous oxide emissions.

High in the atmosphere, ozone shields Earth from ultraviolet rays that cause skin cancer, crop damage and other problems.

In his opinion, the global success of the world initiative lies in the commitment by the 197 countries that gathered on Tuesday in Quito to define mechanisms to end the use of substances that deplete the ozone layer.

NASA's Paul Newman, joint chairman of the report, said that two thirds of the ozone would have been destroyed by 2065 had the measures not been implemented.

Nations that ratify the Kigali Amendment are committing to cutting the projected production and consumption of these gases, known as hydrofluorocarbons (HFCs), by more than 80 percent. This year, the ozone hole over the South Pole peaked at about 9.6 million square miles.

The hole reaches its peak in September and October and disappears by late December until the next Southern Hemisphere spring, Newman said.

Democrats also raised concerns about the appointment of Whitaker, 49, who will now oversee Mueller's probe. That information would be disclosed to Congress at the end of the investigation, the regulations say.

There's still a lot of work to be done, according to University of Colorado's Brian Toon, who didn't participate in the report.

He claims that we are only in the phase in which the recovery has just begun, and some other ozone measurements have not increased yet.

Updated projections by climate change experts said the Antarctic ozone hole is expected to close, with column ozone values returning to 80s levels by about 2060.

A new technology picked up an increase in emissions of banned CFCs out of East Asia, according to the report.

The findings of a new UN-backed report, released on Monday, showing the ongoing healing of the ozone layer, are being hailed as a demonstration of what global agreements can achieve, and an inspiration for more ambitious climate action to halt a catastrophic rise in world temperatures. Global implementation of the Kigali Amendment, which should enter into force on 1 January 2019, would prevent up to 80 billion tonnes Carbon dioxide equivalent of emissions by 2050, or the equivalent of 0.4% of global warming, by the end of the century.

CFCs are found in cooling and refrigeration systems, aerosols. "That will be for our grandchildren to do".
