US says transfer from FEMA funds won’t harm hurricane relief

Meanwhile, immigration advocates are concerned not just about where the money came from, but where it went.

It is estimated that Hurricane Harvey, a Category 4 storm, had total costs of $125 billion while Hurricane Irma had costs of $50 billion and Hurricane Maria cost $90 billion, according to The National Oceanic and Atmospheric Administration.

A top FEMA official attempted Wednesday to warn people in the path of Hurricane Florence but instead had to shoot down reporters' questions about whether the Trump administration wasted disaster funds on its illegal immigration agenda.

Where did that money come from?

Sen. Jeff Merkley, D-Ore., told MSBNC Tuesday a "Transfer and Reallocation" budget document he obtained outlines the reallocation of funds.

"FEMA will curtail training, travel, public engagement sessions, IT security support and infrastructure maintenance, and IT investments in the legacy grants systems for transition to the Grants Management Modernization Program", the document says. That represents just under 1% of the agency's overall budget. "At the start of hurricane season-when American citizens in Puerto Rico and the U.S. Virgin Islands are still suffering from FEMA's inadequate recovery efforts-the administration transferred millions of dollars away from FEMA".

Recent statistics show the administration is on track this year to deport substantially more than the 226,000 immigrants deported in 2017, though final numbers won't be available for several weeks.

Merkley, however, didn't back down from his assertion on Wednesday.

Hurricane Florence Forecast To Shift South
Recent tracking maps show Florence stalking near the coast line, increasing the chances of flooding across four states. Florence is now churning through the Atlantic, only a few hundred miles off the coast of Wilmington, N.C.

'The money in question - transferred to ICE from FEMA's routine operating expenses - could not have been used for hurricane response due to appropriation limitations.

DHS did not deny the funds reprogramming, but was insistent that no funds were cut from the part of FEMA's budget that would aid in hurricane disaster relief.

But it's unclear exactly when the money from FEMA was reallocated as the document simply notes Fiscal Year 2018 but does not include an exact date.

Houlton stated that the funds did not come from disaster relief funding, which is a separate pool of money within FEMA, and therefore could not have been used for hurricane response.

The Department of Homeland Security has forcefully resisted any suggestion that disaster readiness has been affected by the fund transfer.

It is true that Congress sets funding levels for all parts of government through the appropriations process.

A department making a transfer like this is then required to notify the chairmen of the relevant congressional appropriations subcommittees.

Many Democratic lawmakers have called for the agency to be abolished. "It needs to stop now". Future requests should include "transparent and publically-available evidence" that the money is required because of "circumstances. that are truly beyond ICE's control", the senators said.
