"We are now inviting Member States and businesses to make the necessary preparations to ensure a coordinated approach across the European Union".

Despite many believing the move would not affect Britain because we would be out of the European Union by then, it would have an affect on the Northern Ireland border.

Juncker has been chided by member states over his stance on migration, and this resulted in him scrapping a major highlight of his speech - a plan to give new federal powers to the European Border and Coast Guard service, held until now only by national authorities.

Juncker renewed calls for states to push ahead in developing an European Union defense capability independent of the US -led North Atlantic Treaty Organisation alliance and to embrace Africa through investment and a sweeping new free trade area - part of a strategy to curb the flow of poor African migrants which has set European Union governments at each other's throats and fueled a sharp rise in anti-EU nationalism.

"But we also ask the British government to understand that someone who leaves the Union can not be in the same privileged position as a Member State".

His comments may inflict more damage to Mrs May's vision for Brexit amid reports around 50 Eurosceptic Tory MPs have met to discuss removing her as PM.

His comments come after Barnier said a deal between the European Union and Britain could be struck within the next eight weeks, giving Mrs May's Chequers plan a lifeline.

"I welcome Prime Minister May's proposal to develop an ambitious new partnership for the future, after Brexit".

Without naming Hungarian Prime Minister Viktor Orban, Juncker blasted European Union leaders who sought to undermine democracy and the rule of law and rejected complaints from lawmakers that the Commission has been lenient toward Hungary, Poland and other eastern states.

Juncker, who looked exhausted and older than his 63 years, delivered his fourth State of the Union speech on Wednesday (12 September) in a Parliament that is without a doubt much friendlier than the one likely to be elected next year.

"After 29 March 2019, the United Kingdom will never be an ordinary third country for us".

Jean Claude Juncker has re-affirmed the commitment of the member states in standing with Ireland on the border issue. "It will not be the commission that will stand in the way of this". Let us defend our way of life, our way of being.

This would keep a frictionless border for supply chains and maintain the invisible Northern Irish border.

"We should be thankful we live on a peaceful continent, made possible by the European Union".
