Mom in Fatal Cliff Crash Sent Disturbing Text Days Before Crash

The body of a woman was found in a Northern California river on Friday after a family of four's SUV fell into the rain-swollen Eel River last week. California drivers are considered drunk with a level of 0.08 or higher.

Initially, Allman said the body was that of a child but the sheriff's office later corrected that it was a woman's.

The three other children, who were believed to have also been in the SUV when it went over the cliff, remained missing but were presumed killed, police have said.

Authorities say Jennifer Hart was drunk behind the wheel when a vehicle carrying her family crashed at the bottom of a cliff on the California Coast in March.

Investigators have been concerned by several details about the crash - no one in the SUV was wearing seat belts, there were no skid marks at the site of the crash, and there were no suitcases to suggest the family had planned to go on a trip.

"We decided we would form Emma's Army and that we would, number one, spread awareness, put the signs out there, let people know how to recognize child abuse, where they can report child abuse", said Rufe. Devonte Hart, 15, Hannah Hart, 16, and Sierra Hart, 15, are still missing.

Wife Sarah Hart and two of the dead children had "an ingredient that's commonly found in [the over-the-counter allergy medication] Benadryl", in their systems when they perished, but it's not clear what authorities are making of that finding, the captain added. Toxicology results for the third child who died in the crash aren't yet complete, the sheriff's office said. Allman says DNA analysis from biological family members will be used to determine her identity.

The Washington State Department of Social and Health Services said the "now deceased children were identified as potential victims of alleged abuse or neglect", CNN reported. The parents and their two young children remain missing, but crews have recovered auto parts and some of their belongings, authorities said.

Five bodies were found March 26 near Mendocino and a body was pulled out of the surf last weekend but its identity was not immediately identified.

Police determined that the SUV had been traveling at around 90 miles per hour when it went off the Pacific Coast Highway, and they found no skid marks.

Sarah Hart earlier had faced allegations of mistreatment in Minnesota, where she and Jennifer lived when the children were adopted about a decade ago from Texas.

Her therapist explained she would be living with a new family - all of her belongings had already been removed from the Hart family home.

Jennifer and Sarah Hart were white; their adoptive children were black.

Child Protective Services in Washington confirmed they opened an investigation into the Hart family on March 23. Devonte Hart had made headlines years before the crash when a picture of him hugging a police officer during police-brutality protests went viral.
