European Union says Ukraine must to more to fight corruption

The EU aims to disburse the first tranche of a new assistance package worth 1 billion euros ($1.23 billion) to Ukraine before the end of the year but the conditions of that aid are yet to be discussed, she said.

The EU and other Western countries say Russian Federation has also been providing a lifeline to separatists in eastern Ukraine, where a conflict has killed more than 10,000 people since 2014.

Mogherini said Ukraine had made impressive progress on key reforms but more was needed.

In 2015 the European Council decided that sanctions could only be lifted once ceasefire deals, known as the Minsk agreements, were fully respected. However, Moscow is a guarantor of the Minsk agreements, but not the side of the conflict in Ukraine, thus Russian Federation can not implement measures enshrined in the document, according to Kremlin's spokesperson Dmitry Peskov.

But a statement said all disbursements under the proposed program would be conditional on the implementation of reforms, including steps to intensify the fight against corruption.
