The 2012 program deferred deportation for the immigrants and allowed them to obtain work permits.

On border security, the plan would provide $2.8 billion, including $1.6 billion for a border barrier, technical surveillance and agent training, plus another $1.2 billion for other border priorities, the aides said.

But Trump has also previously suggested that he would seek indirect payment from Mexico to fund the wall. They argued the administration acted arbitrarily when it chose to kill DACA. For now, at least, DACA recipients can breathe easy, but Cater understands this is only temporary.

But until now, Trump's support has been contingent on Congress appropriating money to build a wall on the U.S.

The meeting delivered a significant setback to the bipartisan working group, which first announced the deal earlier on Thursday afternoon.
