Congress has yet to approve funding for CHIP, or the Children's Health Insurance Program.

Essentially, killing the mandate dramatically raises premiums in Obamacare's individual market, which is where millions of low-income families now enrolled in CHIP would have to turn were the program to disappear. Every Child Matters, a non-partisan non-profit, urged the public to call on their elected representatives to "act immediately on a 5-year CHIP reauthorization".

Funding for CHIP expired more than 100 days ago, after Congress failed to reauthorize the program.

As for those cookies - those will be sent to the local offices of Steve Chabot and Senators Sherrod Brown and Rob Portman. It's a drastic step, since the federal government pays, on average, almost 90 percent of CHIP costs. Since its inception in 1997, it has received bipartisan support, but this year Republicans and Democrats have been unable to agree on healthcare legislation, among other issues.

Alabama and Utah are among several states unsure how long their federal CHIP funding will last, according to interviews with state officials.

"It's creating a lot of anxiety about not having insurance and the kids getting sick", she said.

ALL Kids, the Alabama program funded through CHIP, warned late past year that it would have to stop enrolling children into the program on January 1 and may run out of funding by February 1.

Walker, head of Delaware Health and Social Services, said she is in "complete disappointment and disgust" with how Congress has handled the re-authorization of CHIP.

Ariel Haughton of Pittsburgh said she's upset her federal lawmakers have left CHIP in flux for her two children and millions of kids around the country. About 394,000 Texas children ineligible for Medicaid are covered under CHIP, and another 249,000 Texan children on Medicaid benefit from CHIP's 92 percent matching rate. The group practice hasn't changed any scheduling for CHIP patients, but he said "families are terrified" about the program having to be terminated.

This appears to be the case even though Congress had been expected to maintain the program's operations until at least the end of March, according to federal health officials.

"These families don't know if the rug is being pulled out from them at any time", he said. Murkowski said health care costs should be a priority. "We're going to have lower coverage for parents than we used to". If they are serious, they can start with CHIP.

Sen. Anitere Flores, a Miami Republican who oversees the Senate health-care budget, said Wednesday that Florida is unlikely to have the money to keep the program intact without federal assistance.
