In the meantime, users with the appropriate devices and limited data plans are encouraged to take advantage of the free app. "Those living on Wi-Fi or with large data plans may not notice, but for many users around the world data is like money to them so they budget it".

As Android Police clearly notes, apps like ES File Explorer and Hotspot Shield VPN - two popular utility apps - will no longer be able to display ads on your lockscreen with the intention of trying to get users to click them.

Over in Google's Developer Policy Center, there is a Disruptive Ads policy in the Monetization and Ads section that states ads may only be placed inside of an app. So what some of the shadier developers on Google Play have been doing is replacing the existing lock screen, without asking, and showing a screen that can have a big ad slapped onto the lower half. An app that is actually a lock screen may, under the new policy, still provide adds on said lock screen because the user will know what they're getting into when downloading it. It's been a few years since these ads started appearing so it's about time Google does something about it to protect its users. This is exactly the type of thing Google is cracking down on with its new policy, and going forward, app developers are not allowed to implement ads in this manner.
